Africa’s MVNO opportunity will not be defined by the number of licences issued, but by how many operators successfully launch and scale. Sustainable growth requires workable wholesale agreements, access to funding, MVNE support, practical regulation, and partnerships that give MVNOs sufficient commercial flexibility to serve real customer needs.
